彼らは窓を施錠したか確認したい。

「make sure」単独でも使われます。
I couldn’t remember if I closed the window. I went back inside to make sure.
窓を閉めたか覚えていなかったから、確認しに中へ戻った。
「忘れずに〜しなさい」のように、命令形でもよく使われます。
Make sure you charge your phone.
忘れずに携帯を充電してね。
If you’re student applying for a job, make sure you’re on time for your interview.
あなたが就活生なら、時間通りに面接へ行くことを忘れないでね。

両方とも「make sure」に書き換え可能で、意味の違いはあまりありません。

道を渡る前に、両側を確認しなさい。
Be sure to come straight home from school.
学校からまっすぐ家に帰って来なさい。
